Ley contra el alcohol / Law against the alcohol

Se ha emprendido una campaña publicitaria, financiada por la Asociación de Editores de Diarios Españoles, la Asociación Española de Radio Comercial, la Asociación de Revistas de Información y la Unión de Televisiones Comerciales Asociadas, bajo el lema: “Con los jóvenes, con la libertad publicitaria”. Estas inserciones publicitarias saldrán en periódicos, revistas, emisoras radiofónicas y cadenas de televisión a lo largo de la segunda quincena de este mes de enero. La acción comunicativa tiene la intención dar a conocer la discrepancia con las limitaciones a la publicidad de las bebidas etílicas, consideradas en el anteproyecto de ley de alcohol.

También, desde el sector publicitario, a través del Comité de Seguimiento Legislativo, formado por instituciones del universo publicitario, ha exhibido reformas al bosquejo de ley, ante el Gobierno de Zapatero. Asimismo la AEDE ha transmitido al Ministerio de Sanidad y a la Delegación Nacional sobre Drogas, su firme impugnación a las prohibiciones de espacios publicitarios sobre las bebidas alcohólicas en los diferentes medios de comunicación. Este anteproyecto de ley es una iniciativa del Gobierno para impedir el derroche de bebidas alcohólicas entre los adolescentes. Las líneas generales de este intento de ley fueron aceptadas, el pasado mes de septiembre, en Consejo de Ministros y el contenido definitivo está pendiente de su papeleo parlamentario.

La AEDE ha calificado de “una forma de censura previa” como algo que está oculto en el anteproyecto de ley sobre publicidad de alcohol “donde se establecen considerables prohibiciones a la publicidad de las bebidas etílicas en los medios de comunicación, incluido Internet. Precauciones “para prevenir el consumo de alcohol entre menores de edad, pero en la práctica, además de resultar ineficaces, vulneran el derecho a la libertad de expresión, uno de los valores medulares reconocidos en la Constitución Española”, afirma.

An advertising campaign has been undertaken, financed by the Association of Publishers of Spanish Newspapers, the Spanish Association of Commercial Radio, the Association of Magazines of Information and the Union of Commercial Televisions Associates, under the motto: “With the young people, the advertising freedom”. These advertising insertions will leave in newspapers, wireless magazines, transmitters and television networks throughout the second fortnight of this month of January. The communicative action has the intention to present the discrepancy with the limitations the publicity of alcoholic drinks, considered in the first draft of alcohol law.

Also, from the advertising sector, through Committee of Legislative Pursuit, formed by institutions of the advertising universe, it has exhibited reforms to the law sketch, before the Government of Zapatero. Also the AEDE has transmitted to the Ministry of Health and the National Delegation about Drugs, their firm opposition to the prohibitions of advertising spaces on the spirits in different mass media. This first draft of law is an initiative of the Government to prevent the waste of spirits between the adolescents. The main lines of this attempt of law were accepted, the past month of September, in Cabinet and the definitive content is pending of its red type parliamentary.

The AEDE has described as “a form of previous censorship” like which he is hidden in the law first draft about alcohol publicity “where considerable prohibitions to the publicity of spirits in mass media settle down, including Internet. Precautions “to prevent the consumption with alcohol between minor, but actually, besides to be ineffective, harm the right to the freedom of expression, one of the main recognized values in the Spanish Constitution”, affirms it.
